HAMDEN - Leo Bromwich, 90, of Hamden died December 31, 2010 at his home. He was the loving husband of Rose (Meyer) Bromwich. Leo Bromwich was born May 24, 2010 in Harbin, China, a son of the late Isaac and Paulina (Trachtenberg) Abramovitch. In 1937, he came by himself to the U.S. He worked his way through San Francisco City College and received his bachelor's degree from U.C. Berkeley in 1941. He attended U.S. Army-sponsored language school at the University of Pennsylvania, and then served in the U.S. Army in the Far East from 1942 to 1946. He attained the rank of staff sergeant and was given an honorable discharge. Mr. Bromwich attended Yale Law School on the GI Bill and received his law degree in 1951. He then moved to California and was a practicing lawyer in Los Angeles, initially in private practice, later working for the State of California. He took special pride in his work at the Institute of Industrial Relations at UCLA, where he did the research for his pamphlet "Union Constitutions" (1959). From 1961 to 1968, he served in various capacities in the California State Department of Savings and Loan, ending his career there as an administrative law judge. The work in state government led to his interest in the provision of housing for low-income families; and in 1972 he completed his PhD in political science at the Claremont Graduate School with a dissertation on "Necessitous Borrowers." For many years in the 1980s and 1990s, Mr. Bromwich taught public ethics in a masters program at California State University at Northridge. He and his wife Rose moved to Hamden in 2004. He is survived by his wife; two sons, David of North Haven, Connecticut, and Michael of Washington, DC; and five grandchildren.
